On behalf of the IITM CDoT Samgnya Technologies Foundation, sealed offers are invited for the supply of “Quantum Key Distribution Nodes” in accordance with the specifications detailed in the Technical Specification Document.

1. Eligibility

• Participation is restricted to “Class-I Local Suppliers” and “Class-II Local Suppliers” as defined under DIPP/MoCI Order No. P45021/2/2017-PP (BE II) dated 16 September 2020 and subsequent orders.

• The bidder (or any partner) must not have been blacklisted or debarred by any Central or State Government agency in the past three years.

2. Bid System & Validity

• Two - part bid: Technical Bid and Financial Bid has be submited seperatly - Portal to upload the Bid's will be available in the website from 24th Nov 2025. 

• Quotation validity: Minimum 120 days from the bid due date.

 3. Performance Security

• The successful bidder is to furnish 5 % of the contract value as Performance Security (DD/FD Receipt/Bank Guarantee) within 14 days of the Purchase Order.

4. Scope of Work and Key Responsibilities (Summary)

• Supply, installation, and commissioning of 11 Quantum Key Distribution (QKD) nodes across Bengaluru, Hyderabad, Indore, and Chennai.

• Integration & interoperability of all QKD nodes with the QuILA SDN-enabled network framework (DARPAN-Q) ensuring interoperability and security compliance.

• End-to-end testing, validation, and demonstration of system performance at designated field locations.

• Provision of detailed technical documentation, API guides, and on-site training for maintenance personnel.

• Comprehensive warranty, AMC support, and collaborative feature enhancement in alignment with QuILA network objectives.

5. Preference Criteria

• The bidder who have supplied minimum 1 similar systems to State or Central Govt. recognised organisation / Institute in last 3 years. Purchase Order/ Work Order or Invoice copies to be submitted along with the technical bid for qualifying will be given preferance.

6. Submission Instructions & Key Dates

• Bid Submission Deadline : 5 pm, 12 December 2025

• Technical Bid Opening : 3 pm, 13 December 2025

• Financial Bid Opening :  Details will be updated after Technical bid opening.
