Sealed bids are invited on behalf of IITM CDOT Samgnya Technologies Foundation for the complete interior fit-out of the office space at IITM Research Park, Block D, First Floor (D103), Tharamani, Chennai – 600113, in accordance with the Technical Specification Document (Annexure III).

1. Eligibility

  • Participation is restricted to “Class-I Local Suppliers” and “Class-II Local Suppliers” as defined under DIPP/MoCI Order No. P45021/2/2017-PP (BE II) dated 16 September 2020 and subsequent orders.

  • The bidder (or any partner) must not have been blacklisted or debarred by any Central or State Government agency in the past three years.

2. Bid System & Validity

  • Single-part bid: Technical Bid and Financial Bid.

  • Quotation validity: Minimum 60 days from the bid due date.

3. Earnest Money Deposit (EMD)

  • ₹ 5,19,000 (Rupees Five Lakhs and Nineteen Thousand Only) by bank transfer to:

  • Proof of remittance to be enclosed with the Technical Bid; non-submission will lead to bid rejection.

  • Start-ups with DIPP registration & companies with MSME manufacturing certification are exempt from paying the EMD. 

4. Performance Security

  • The successful bidder is to furnish 5 % of the contract value as Performance Security (DD/FD Receipt/Bank Guarantee) within 14 days of the Purchase Order.

5. Scope of Work (Summary)

  • Interior civil works: partitions, doors, ceilings, finishes, acoustic lining.

  • Electrical works: wiring, panels, lighting fixtures, UPS, earthing.

  • Networking & telephone conduits: cabling, junction boxes, outlets.

  • HVAC: air distribution systems, ducting, diffusers.

  • Fire fighting & alarm systems: supply, installation, commissioning.

6. Pre-Qualification Criteria

  • Financial: Minimum annual turnover of ₹ 1 Crore in each of the last three financial years ending 31 March 2024 (certified by CA).

  • Experience:

    • Three similar interior works each ≥ ₹ 60 Lakh, or

    • Two similar works each ≥ ₹ 80 Lakh, or

    • One similar work ≥ ₹ 1 Crore.
      At least one work with a Central Government department/CPSU.

7. Submission Instructions & Key Dates

  • Clarification Deadline: 3 pm, 18 May 2025

  • Bid Submission Deadline: 3 pm, 29 May 2025

  • Technical Bid Opening: 3 pm, 30 May 2025

  • Financial Bid Opening: 3 pm, 30 May 2025
